Olay (and a couple of other brands) now offers wipes that do not require water to be added. They work great! You can find them near the facial cleansers/moisturizers.
Best of everything!

Gah, so true it always happens to me too, but in my experience the stuff that's made with 100% cotton are the worst offenders. Currently I'm using something that's labeled "cosmetic puffs" and nowhere on the package does it say 100% cotton, so I think it's made with another type of fiber. Anyway, it doesn't leave behind fibers and it takes a lot of saturation for it to fall apart, so I suggest using a product that isn't made with a 100% cotton.

You can try cotton squares instead of rounds. The squares are typically thicker because there are a couple of layers of cotton, not just a cut out of a circle.
You should be able to buy them at any drug store. I just bought a quanity of 250 from Rite Aid last week.
Good Luck

Baby wipes work wonders on makeup removal without adding extra oil to the face. I have very sensitive skin and I use wipes before I wash with my regular face wash. It works so well that I have used this method for several years.

I totally know what you mean!! it drives me crazy. Cotton balls do the same thing. And the little hairs stay on your face and eyelashes too. I have started to use MAC wipes. They work great, are gentle, and dont rip apart!
