If anyone tells you no, then they are lying to you! As for the whys and how often, that is private. I don't promote such behavior, but it is human nature, to save our own "a s s e s", from embarrassment, or admitting that we are wrong, rather than face up to it and tell the truth. The best advice I could give anyone, is not to put yourself, nor let others put you in a position that might cause you to compromise your integrity with a lie! When you lie, you have to keep track of your lies, because someone may not believe you, and will be waiting for you to slip up! You also open yourself up to potential "Blackmail", if someone else knows about your "dirty little deed".
Also, when put on a spot, instead of blurting out a lie just to get out of a current dilemma, keep quiet, and don't say anything until you have thought your answer through. Don't let others pressure you. It works 98% of the time. If you have to face the music and are guilty because of what you have done, at least you won't have to carry around the weight of a lie, or a secret that can slip out at any random moment. You will also feel better about yourself and the answer you give in the long run, especially if you are honest!

I never lie directly to my husband. I hate lies. They are very hurtful. I try very hard not to lie to anyone. The truth is best. It just might need to be said in a way that will be less harsh and with more sincerity.
When it comes to gifts with hints and guessing what the gifts are, I do not really consider that to be lying. That is part of the fun. Which both of us know that the true identity will not be shared at that particular moment.

Well, white lies are not hurtful and can actually be an act of love. If you are talking about those types of lies, then yes, I have, and yes, it can be quite often.
