I am living in Canada, I am Canadian now, I am going to have a baby in 2 months, I had a hard pregnant and when my mother applied for a visa to come here and help me from Iran they refuse to give her one? I even ask some help from PM office but nothing has changed? do you know of any way that I can get my mom here... I need her so badly and since this morning that I learned they refuse her again, I can not stop crying, and she too... do you have any idea??? any help???

First you can write a letter to the editor of your local newspaper. Just make it simple explaining your case and that you feel you have been 'mistreated' and just need some help. Then the next big paper (I do not know where you live but in my case it would be the Toronto Star as I am in southern Ontario).
Then get in touch with your local MP office. Call, email, write, show up at their office. Whatever. Just keep on them. My mum did this after she married a Jordanian man and they declined him permission to enter Canada. They had to appeal 2 more times before they let him in (he worked for the UN and they still denied him). I don't want to discourage you but this took some time. I don't know how long you have tried to get your mother over.
This is a time when you do need mum most - I know how that is. Just keep on pushing. The PM office has bigger problems on their hands, but your little MP can help too. Just don't stress yourself out too much. It is not good for you, baby or your mother knowing how upset you are and then she worries about you.
Maybe you could have her get in touch with the Canadian embassy on her side? They might be able to help also.

If the Canadian system is anything like the US system, they probably refused your mom a visa because they are afraid she will not go back to Iran after her visit. If you can apply for your mother to immigrate to Canada, try doing that. Otherwise I think you will just have to manage without your mom as best you can. Canada is within its rights not to grant a tourist visa to your mom. This happens to many immigrants and it's because countries like the US have a lot of problems with people coming on non-immigrant visas and then staying on illegally.
