Percent simpley means per hundred or more accurately it is a ratio of the value to 100

for your example, think of 15% as actually 15/100 or 0.15

to find that ratio of 48 set up the ratio

15 / 100 = x / 48

then solve for x = 48 x 15 /100

x = 7.2

it is simplest to think of a percent sign as the same as /100.
