For an easier way, you can simply adjust your screen resolution, Right Click on your desktop, and click "Properties". Go to "Settings" Tab, and select a lower screen resolution (this means bigger images and characters on your screen).

You can also use the "magnifier" in the "Accessibilities Option".
In Windows XP, it can be found on START>Programs>Accessories>Accessibility>Magnifier

In most Windows apps, you can simply hold down the CTRL key while rotating the mouse wheel. This will make the text larger or smaller depending on the way you move the wheel.
