An inexpensive but personal gift for someone is a recipe basket. It's useful for people who like to cook. Basically, you write up a favorite recipe from your home (perhaps one that you inherited), go out and purchase all of the non-perishable items needed, and then pack all of it up in a basket. You can get baskets at yard sales and secondhand shops for almost nothing. Put on a ribbon or a bow, and you have a very fine and thoughtful gift.
Also, making cookies or baked goods and delivering them is always appreciated. You can also gear the items to the tastes of the recipients.

How about some homemade gifts? Maybe a batch of cookies and/or fudge in an inexpensive tin. Another idea is to make a basket with a theme. If you go into the craft section of some stores, you can find some inexpensive baskets and some cellophane wrap. If someone likes to play golf, maybe put a novelty golf t-shirt, some golf balls and some golf tees. If someone likes to sew, some of the stores that others recommend have inexpensive sewing items. Wal-Mart has some very inexpensive gift baskets already made. Some contain toiletries, and there are some with gourmet foods that don't cost much.

Here in Mexico we have lots of folkloric trinkets that people love. Baskets too. We also have Waldos and Un Peso (dollar stores) and you can make terrific baskets with gifts. Coffee from Oaxaca and chocolate, lots of nuts, pistachios, peanuts, cashews, all good for gift giving. In Baja there are different kids of local honey that are delicious. We are very cost conscious here.

Big lots, all the way. I'm not kidding. Especialy for the little stupid stuff, like what do i get my mother in law, lots of gift baskets and stuff. Anyway they also have lots of ortaments and stuff like that. thats where i'm going for my christmas stuff!!
