Wow the obvious answer are taken her so I have to get creative. The coolest thing would be a night of good times, great wine and sex.
Start with a banner with happy birthday what-his-name when he comes home. Then yes have his favorite dinner made. What is his favorite beer or beverage and have it made for him, waiting. Just before dessert go up and shower and put on some nice attire and Cologne. Come back down and turn off all the lights except for his birthday cake and let the candle be the light for what he gets to see for the rest of the evening.
I love the idea that you are going simplistic. Too often people think that birthdays have to be a HUGE celebration. Not he case! Simple and loving work great for me!

You can plan a picnic - parks are free and picnic food is not expensive to make. If it is too cold for a picnic outdoors, move the furniture and create a picnic atmosphere in your living room with a tablecloth or blanket, picnic food and drink, and afterward just relax with his favorite DVD or VHS movie. If you feel inclined to make out on the blanket - move the dishes first. It is not the gift that counts the most, it is the feeling in which the gift is given and the intent. I have had 34 years of experience with birthday gifts for my hubby, and the majority have not been expensive by any means - but creativity has been the key. Think of places free or cheap, and do something fun instead of expensive - he will remember the laughter and togetherness much longer than he will remember just what it was in the box that you gave him - memories are priceless.

I'm in the same boat honey. The best thing I have ever done was make a romantic dinner. Get the house to yoursleves...place a nice table cloth in the middle of the living room floor lay out candles and cook an intimate dinner for the two of you. I know this is funny but to get more creative my husband and I place little pieces of paper in a cookie jar with fantasies wrote on them then we each draw one and act it out. This can be romantic or just silly. Have fun with it. You dont have to go all out on the dinner do a simple moonlite picnic. If you have a park nearby and its not to cold you can set up outside. End the night with a candlelite bubble bath for the two of you. Enjoy and have fun

No need for money. First set the mood with something sweet and a homemade gift card. Write what ever you want on them but you must be able to follow through with. Kinda like an IOU. Then seduce him and let him cash one of his IOU. Make sure you include a clause in these that allow for ones 24 hour notice. But you must follow through with the cards if all requirements you put on them are meet (clause). Use your imagination!!

Make him a nice card. Tell him all the things that you love about him and why you are so happy that you married him. If you have some old pictures of both of you from the time you where dating and your wedding put them in the card as well like scrap booking. Make it like a "this is your life card" *S*
Make him his favorite dinner and after dinner just sit and talk for a while...let him know how much he means to you....and then if you want include any of the above mentioned sex acts LOL
Really sometimes even us men like to know that we are loved *S*

Beyond the obvious, which I think any wife would know (a good dose of lustful sex)
I can think of many
a) A pleasing smile when he arrives home from work
b) Completely avoid any irritating behaviour on your part
c) Best food cooked for him (with whateve ingredients you have at house)
d) A letter to him describing the great qualities that make him and which you had liked
e) the best moments you had because of him which made you happy

Coupon book with a certificate for a back rub, massage, candlelight supper or a walk.
Offer to watch a television show with him that he likes and you don't.
Do one or more of his chores.
Give him a pedicure, shave or shampoo his hair.
Take a walk together, have a picnic, make his favorite meal, buy a scrach ticket $1
Cut coupons out of the paper for things he likes.

Cook him dinner and if you can't afford to buy a big bday cake just buy the cheapest cake in the supermarket put a candle on it and surprised him. I'm sure he will appreciate the effort you put in to it remember it's the thought the counts. Then tell him how much you love him.

You can cook a romantic dinner for your husband. This past Valentine's Day, my husband surprised me by buying ballons and hanging them all around the house. As for me, I cooked him a two-course dinner and dessert was sex. A month later, I got pregnant and that was his second present.
