I think you're dissecting it too far. I think when he says watching celing fans go round trying to catch that feeling off instrumental... is talkin about pretty much the state of being when you trying to write a rhyme and pretty much trying to get it going from the mind onto the paper. But I don't think it's one of those lines that is encrypted from Outkast.
