I just confuses with this active and passive sentences

Both of these sentences are already in the passive voice. Passive voice means that the subject of the sentence, the study, is not acting, it's being acted upon, "was funded."
The patents are the subject of the first sentence, and "are expected" is acting on the patents.

But to change them from passive to active, you could do this:
1. The school expects the patents to eventually create a windfall of royalties for the school, if they are allowed to stand.
**this changes the subject of the sentence from patents to school, and the school is acting on patents, expecting the patents.

2. A grant from the National Cancer Institute funded the study.
**A grant is now the subject of the sentence, and it is acting on the study by funding it.
