Is their a way to know the Mobile Number of a person/s standing near you?

silly, i mean without having to ask him/ her about it.. is their a technology that can help?

No way no how. Not without complicated expensive technology and a thorough knowledge of how to use it. Even then you would have to determine weather it is GSM or CDMA. Sorry...but it can't be done. If you have bluetooth on the other hand...and you go into an airport...you can have fun with that.
