there isn't any site which give you theses kind of services, but to get it some extent you do either one of these things.

1- get the TV and start watching some news Chanel, or
2- get some senior position in secret service you might get the live pics/videos from different part of the world.

ya, there is. It is also call Live webcam. Look for it in google.com , But be careful. some webcam r for adult and some r to view places. For example http://www.westland.net/piercam/ is live video in Santa Monica.
