Mathematically and practically it is always 2.
With tricks and wrong calculations you can make it any number you want.

However I have another view -
Is there any two exactly identical thing in this world ?
The answer is no.
Therefore we may call 1+1 = 2 nos. of 1

Usually it's two, although my high school math teacher had hanging on his wall a mathematical proof that showed one plus one is, in fact, three. I don't remember the funky math that allowed it, but I am sure that with a little searching you could find it. Abstract things such as numbering systems tend to get a bit slippery when examined too closely.
