Anyone know what this is? It was sent to me as an attachment in a e-mail.

Almost certainly a virus. DO NOT OPEN IT.
.cmd files are batch files that contain a variety of commands that can be used to do many things. if you want to see what it is, open it on a computer that runs Macintosh operating systems or Linux... DO NOT OPEN ON WINDOWS.

Best to just not open it.
It's (obviously) a data command file which means it might change something in your computers cmd prompt, possibly opening up an ip for an external program.
Even if I'm wrong you should probably just delete it, even if it is from someone you know it could be that their computer is infecting and is sending out the virus.

This is a small virus from china. do not open it and tell whomever sent this to you that they need to disinfect their machine. Delete this email permanently.
