Is it ever too soon to be in love or to tell that person that your in love with them? And when you decide to tell them that your in love with them. How do you know its the right time?

nope never to soon to be in love and never to late.
as far as your relationship goes if at this point your feeling UN easy about saying it then don't just wait but you certainly say i am really getting to like you more and more that sort of thing but love is wonder full and powerful like a great rapids don't jump in with out looking at the water and finding a good spot to start off even then watch out for rocks and under tows

"in love" is such a vague term. It's never too soon to be infatuated. However, the infatuation needs time to wear off before a person can really trusted to make a good long-term decision. That time will be different for everybody. I would think that if you are questioning whether it would be too soon to say you love the other person, it probably is. but you are free to try it and see. Maybe it will work out the way you want it to.

In the past, I've made the mistake of telling someone I loved him, when in fact it was just lust and infatuation. Unfortunately, it was yelled out in the heat of passion (UGH I am embarrassed about it to this day!) and I never heard from the guy again : (
I believe that chemistry/physical attraction & infatuation happens first. Love comes in time. You'll know when it happens.
