No, we aren't trying to draw attention to our feet (or at least not usually.) Women do all kinds of things to feel better about ourselves. It's not so much that we want attention on our feet, but we are trying to keep our own self esteem high. With all the beauty standards out there, it can be hard to feel good about the way you look, especially when you don't look like the current popular model, actress, singer, etc...
What we find weird is the possibility that you aren't just being nice when you give a compliment, but that you have some kind of a foot fetish.
The safest place to look at a woman is always in the eye. Anything else can come across as sexual in nature.

Like other people said, the feet are a way to make the rest of the body look good. It would be a bit of a shame if someone looked good but then had unkept feet. The feet are just a way for the woman to feel sexy or cute or whatever and then to keep the rest of her body looking great. Maybe if you like her feet try to find something else that is good to compliment her on. I guess I wouldn't mind someone commenting on my feet since it's better than no comment or a negative reaction (get my point?).

Ya, I dunno...I would probably think it was wierd if a guy said "hey, honey..your feet are lookin good." Not that I pay much mind to what my feet really look like. I meen I like to have clean feet and all that...but I get what you meen. I guess Its most likely because, well, feet are simply a womans personal beauty thing. WE don't get pedacures and buy nice shoes so that people can look at out feet in aw (though thats sometimes flattering..) we do it all for the knowlege that we outselves have beautiful feet!

ive always worn at leat 1 toe ring, and its not a fetish thing for me. I just look at it the same way as wearing a ring on your hand, you do it to add a bit of spoarkle. I dont paint my toe nails so i find that a toe ring can dress up a pair of open toed shoes. Plus its a bit of habbit for me, ive just always done it, but bno, i dont have a foot fettish. In fact i really cant stand the thought of other people feet

Think about it... You're looking at their feet...
If she's flashing them off, she wants you to compliment them, but if she's not, then she might think it's weird that you're looking down at her feet, not at her face.

its not to attract attention... its more to compliment any attention their feet already get when they wear sexy shoes.
