It's a pretty long list. Think of the Pharaohs of Egypt; not exactly magnanimous and mellow rulers. Most of your early kings and emperors were extremely brutal by modern standards. The Roman emperors weren't exactly kind and mild either. King Nebuchadnezzar also comes to mind.
Oh, and how about all the various conquerors? Genghis Khan, Timur the Lame, Attila the Hun, Alexander the Great (as long as he wasn't invading your town), and various and sundry others like them.
Then of course there are the barbarian kings of Europe, all very tough customers who routinedly massacred, impaled, and butchered their own people just to keep things in line.
Of course, the modern terror leaders are all there: Mussolini, Hitler, Stalin, Pol Pot of Cambodia, General Pinochet of Chile, Idi Amin in Africa, the dreaded P. K. Botha of South Africa. My, so many choices. Hard to figure who would be "worst."

I'd have to say, in all history, Hitler is way up there. Strange to think someone that existed not even 100 years ago could be ranked at least in the top 5 worst rulers of the world. Maybe because of better technology he had the means to do what many others would have done.

Without going too far back, since the list is long and no true answer can be given to end this topic, I'd say Pol Pot, Stalin and Mao.
Hitler was a crazy criminal but had a "human side", if you understand what I mean (and take it with tweesers). The guys up there had people killed just because they might have thought of something, or because they had a higher education.

I think Stalin is number one because of the sheer number of deaths,
even though you could make a case for Hitler, who was responsible for fewer deaths, but was more hellbent on getting his goals achieved. Let's not forget about Idi Amin.

It is odd that Hitler probably caused the deaths fewer of people than either of Stalin or Mao.
Genghis Khan has to be up there, or Tamerlane. Killing every inhabitant of a city. Mountains of skulls and all that.

I forget my Russian history. But Peter the Great was ruthless in getting and keeping his power.
In India Aurangzeb killed his brothers, imprisoned his sister and parents.
All the Greats killed a lot of people too you know, Alexander.
