anyone can answer why ?

it seems to rise in the east and set in the west, but it is really the rotation of the earth, so the sun isnt really rising or setting at all

Yes, Indeed sun rises in the East and SETS in the west. It's because of rotation of Earth,and Sun never rotates around the Earth. Never say 'goes down.' It's a Inappropriate usage of words even when you speak casually.

Because the sun doesn't rise at all, the earth revolves around it and the percieved on our surface as an eastward rise/ westward decent

another angle on your question is
there is no sun outr there rising and setting.
there is an our planet doing laps around a nearby star.
I don't think either snwer is of much use yo anyone.
