well probably b/c dial-up is notoriously slow. or you might want to invest in getting an anti-virus program and maybe a fire wall. or you might want to de-frag your computer.

If your new computer has a newer OS than the old one, it is probably running a lot more "bakground" services and things. Many of which were not even available to your older system. Check your manual to find out what you can turn OFF, and/or remove.
As to Dial-up being out of date, these other people should remember that not everybody has access to a faster connection. (aproximately 1/3 of the US, by area, still does NOT have telephone service of any kind, unless you can afford a satellite phone!)
They would really be upset if they had to go back to using an old system like the modem unit you set your telephone handset into. (That was BEFORE the Internet!!) It was called the "pennywhistle" and had a very fast speed of 200 bps. (Fast for its time, anyway.)

The newer browsers are slower because they display more. They really are not made for dial up. Nothing is anymore. Get a real connection.

Spend some money and get cable, or DSL, anything else is faster than dail-up.
