Your sink drain is blocked. Remove the trap and check for any blockage in there. If no blockage in the trap then you need to run a plumber's snake down the drain line to completely open it up. Drano and other chemical drain cleaners only complicate the problem and do not do anything for the drain line.

You can buy a snake at your local home center for under $20 and up to $95 depending on how fancy you want to get. The only difference in the price is how the snake is stored and maneuvered in the drain line. The cheapest snake will do just as good a job as the most expensive one.

Your drain may be partially obstructed. Enough to let the sink drain, but not enough to handle the amount from your dishwasher. Plunge your drain and if that doesn't work, your cheapest solution (this also applies to ANY drain clog) stick a wet/dry SHOP-VAC in the drain!!! It fixes everything!!

Cheers!

Sounds like you may be in a downstairs apartment. I'm guessing there's a sewer line back -up somewhere. It may be as simple as just a suck plunger in the sink drain. Give that a shot before you call the expensive guy.
