you keep this from happening, after I get the new one tomorrow, and rig another way of mounting it?

Thief took the plate -- left the bolts! And yes, a police report has now been filed.

Here's more 'detail' = best I can figure -
The plate was bent (up and down) until it "snapped", just below the bolts that held it on.

Install your new license plate with rivets. The only way to remove them is with a drill and drill bits. I don't thing potential thieves carry a drill around with them.

Since you think the plate was snapped off by bending it, rivet the plate to a thick piece of steel, the same size as the plate. Then bolt or rivet the whole thing to your bike.

One way is to us a nut and bolt with a thread sealer. That way who ever is taking it would have to have two wrenches. But there is no true fire way to secure it..
