Actually I think X is still effective until halfway through the first month of Y, so that Y has a chance to get working. Remember when you started the pill and they told you to hold off or use extra protection for two weeks so your pills get a chance to warm up? It's like that.
Also, you're recommended to change birth control chemicals every five months or so to prevent liver damage. Don't panic, it's no big deal, your liver just needs a break from being bombarded by a certain chemical. You can still go back to the same chemical after you've given it a break.

Yeah its effective immeadiatly ...as long as you never stopped taking the other pills. And even if you did skip like 2 days you are ok. The pill stays in your system for a while so dont worry about a thing.

It will take a month for brand Y to become effective.
If you have sex before that time, use backup like a condom to be safer.

yes even if you hadn't been taking anything before, 2 weeks is enough time
