The term Sex Offender has been miss-used,BUT there are legitimate offenders.

Extremely few teenagers understand the ramifications of intimate relations with people of the same age or older.

Find a way to educate parent(s) and let them decide if their child is ready for a relation.

Most parents will say no and so would the teenagers.

If the teenagers were taught ramifications to their physical and psychological health, most adult would never become offenders.

Teach them more than just about the results of Sexually Transmitted Disease.

Many offenders were molested and never given the proper treatment.

Create the laws that parents would agree and not just be forced to accept via peer pressure.

An example of an unintended consequence;an 18 year olde with a 17 year olde which is legally an offense.

Write intelligent laws and do not take away the authority of the parent(s), unless they are negligent.

The parent(s) know what types of relations and when their children are prepared thus they will never allow to make dangerous decisions.

He has to be registered as a sex offender its not a statewide law its actually a federal law. Every single state goes by the same rules where they all have to be registered. Maybe you arent looking at the right list. Usually when a sex offender moves into a new neighborhood they actually put an ad in the paper believe it or not. It will say where they are now living and where they are working and the crime they were charged with. They do it for notice which I assume is part of the law. But unless his charges didnt hold up in court or got downgraded then he should definatly be on the list. Hopefully he is scum like that shouldnt be out without there lives being ruined and especially letting people know who there new neighbor really is.

It depends on how long they have been out of jail I think , but I am not positive. How did you know about him? I would still alert his immediate neighbors mostly for their safety and the safety of any children living in the area.

It is required. You should contact adult parole and probation to inform them he has not registered.
