Open a neighborhood? Do you mean "develop land"? You should start by reading a book about real estate, but more specifically, about residential land development, so that you use the correct terminology to prevent others from laughing at you for being naive.

There will be many good locations. what you need to do first is to narrow this down to one city. Then find a good neighborhood.
The whole country is just to much to think about, narrow a search for a state, then a county or section of that state then the city. Big town or small town, big city or small city.
