I would like to say No , but this is what it looks like , and leans towards it . The problem that I see, is lets face it , we are six and half billion people in this world , so what ever country you talk about will have it's group that represents it's poverty and unemployed group of people , they are the ones that have fallen between the cracks of the particular country social system , and it seams that is the norm . The basic problem is the lack of education , we have become so technological minded and many a government rules and restrictions that benefits the educated . Sickness, physical or mental with out a safety net the person will quickly fall in despair and may seek various avenues for survival
or get what they want , crime could be one of the ways , and otherwise poverty , malnutrition and diseases are prevalent . When deprecion sets in a person it is monumental effort to climb out of it , and when personal situations are such .. poverty will persist in our technological society.

No, they are part of the human existence and have been components of every society.

Disease comes from nature.

Crime is because everyone is always looking for a short cut or an easy way to get something. Some people are less constrainted to stay within accepted civilized limits.

Humanity - "Out of such crooked timber nothing straight was ever made". Nor can there be a system devised to correct it. But that didn't stop, Marx, Stalin, Hilter, Mao, or Pol Pot from trying.
