If you have a standby mode that would be the best of both worlds. Uses almost no electricity.

I dont know i leave mine on all the time and it doesnt affect the bill much. To tell you the truth it is probally 300-500 watts of power but not being used continually. See most people realize a computer has a 300 watt power supply but that doesnt mean it always needs that much power. Just set your computer to standby mode because that keeps it from using tons of power and will start up quickly.
Also turning a computer on and off all day creates wear and tear on the motherboard, process, video card, ram, etc so dont do it over and over again. Eventually you may corrupt something and have to spend money replacing it.

Hi. 300 watts may be the power supply rating but usually you are not using anywhere near that power. If you're going to leave it for an hour or more it would make sense to turn it off, just like a light bulb.

It takes more electricity and can lower the lifetime of your computer by leaving it on all day. I admit that turning it off and on every 10 minutes is not good for your computer, but saying that its better for your computer to leave it on all day, is just wrong. You save electricity, and you do not have to replace parts as often if you don't keep your computer on all day.

Depends on what you have.
If you have a normal newish PC, the computer will have a power supply unit of 200 - 300 watts, if you have a CRT monitor, not LCD, it will use 50 - 100 watts.
So your hubby is right.

You can leave your computer on, however when you're not using it, just power off the monitor.
Or ... set the standby timer to activates its self after a certain number of minutes.

Well, go into yuor contol panel, and then if you have Windows XP installed, click Switch to Classic View on the left, then hit Power Options. From there, change your power setting to Always On. and then you can change the other setting to suit you. This setting uses less power, so it can stay on as long as you want it to. Cheers
