What anti-malware company is mentioned in the popup? Is it Symantec? If not then there is a good chance that your computer is infected with spyware and/or adware. Whatever you do, do not purchase anything. Does your computer have any security software already installed? Use them to run a scan of your computer and quarantine any suspicious files.
If you do not have any security software then it is time to get some. At the very least, you should have a antivirus, anti-spyware and firewall applications. There are several free programs, including antivirus (http://www.filehippo.com/software/antivirus/) and anti-spyware (http://www.filehippo.com/software/antispyware/)
For now, download Lavasoft's Ad Aware and Safer Networking's Spybot Search and Destroy. Both are free and very effective. Install the programs and update the definitions. Afterwards, run a scan using one of them at a time. For instructions on how to best use Ad Aware, read:

Was going to answer this, but Winston did an excellent job, can't really top that. He's 100% correct. I would add that SystemWorks should really have been capable of handling this problem. Have you kept it updated and run regular scans of your system with it? It should be possible to schedule both of these to occur daily, and i would highly recommend doing so.
You might try Spyware Doctor in addition to the products he listed, it sometimes removes stubborn infections they miss.

You most likely have a Smitfraud desktop hijacker infection. Most "general purpose" antivirus and antispyware programs cannot touch it, as you may have already found out.
Removal will likely require a semi-manual procedure.
There are 2 widely used procedures:

Smitfraud is a nasty one that is going to require some work on your part. You probably won't find a software that you can download, push a "magic button" and have it just dissapear!

You'll have to got to start, search files and folders type in pmsngr.exe and then shread it in rt click and send to shread good luck it won't let you delete but try any way
