Your friend is delusional.

A thermometer and two similar rooms is all you'll need - or, just one room and two thermometers.

The thermometer under the fan will indicate room temperature - say, 70 degrees - the one in front of the Air Conditioner will indicate approx. 38-40 degrees F.

There's a valid reason why central air conditioners are so prevalent in the hotter portions of our country.

Hi. Your friend is incorrect. Ceiling fans do not heat or cool the air, only move it around.
