There are a set number of UN countries that sit on a group called the security council. Other than superpower countries, there are several seats that rotate every few years. Panama is being considered as one of these seats on the UN Security Council and are being backed by other Latin American countries to be chosen for one of the open seats.

Yea its big deal to get a seat in UN security council since you'll have a say in international security issues. You can see why it would be dumb if Chevez's Chille got a spot in that and kept rambling about president Bush as security threat to the world.

I would summarise the story as follows.

Panama is seeking a seat in the UN Security Council.
Approval is delayed while Carribean countries check with their governments.

Venezuala and Guatamala agreed to resign from the running in order to break a deadlock in voting.
