Lots of good answers to this question.
Here are a few underrated stables I can think of:
Triple Threat - from the original ECW, comprised of Shane Douglas, Chris Candido and Bam Bam Bigelow
The Brood - Gangrel, Edge and Christian. I always thought this group had more potential...Gangrel wasn't that swift of a wrestler, but if they didn't cheese it up, this could have been much more successful
LWO - The Latino World Order could have been massive. Had by far the most talented collection of lucha style cruiserweights ever put together in the USA, however, WCW being what it was at the time, they were buried and taken away before they could gain any momentum.
The FBI - The original ECW FBI, comprising of Little Guido, Tracy Smothers, Big Sal, Ulf Herman, and at one point, Mable. Hilarious stable that had a lot of decent matches.
The Truth Comission - See how many of you remember this one. It was comprised of Sniper, Recon, Tank and The Interrigator (who was later renamed Kurrigan The Interrigator) and was managed by The Jackyl. This had a ton of potential, but it just disappeared after one or two ppv's, at most.
The Corporation & The Ministry Of Darkness - Before the disaster that was the Corporate Ministry, there were two separate stables called The Corporation and the Ministry. Both were working very well, until they got the brilliant idea to merge them together and destroy the whole thing.
The Embassy: My personal favorite. The Embassy is an ROH stable that was just broken up. It consisted of Prince Nana as manager, Jimmy Rave, Alex Shelly, Abyss and at one point, former ROH Champion Xavier. Sal Rinaro joined the group just a few weeks before Nana resigned from the company and the stable broke up. As Nana would say, Em-Baa-See Forever! :) For al of you non-ROH fans, if you notice Alex Shelley make a diamond sign with his arms above his head in TNA, he is paying tribute to The Embassy (it was their hand "sign")
I know there are many others, but I can't think of them at the moment. I could be on here all day listing stables that could have been great, but weren't allowed to get off the ground.

Natural Born Thrillers from the later days of WCW. Remember when Mike Sanders was the unofficial mouthpiece of the group?Such members were Reno, Sean O' Haire, Mark Jindrak, Chuck Polumbo, etc. They fueded with the established stars

Kevin SUllivan's Varsity Club. It was the funniest of all the clubs. Rick STeiner. MIke Rutundo, I forgot the others. But it was too funny. Can anyone else remember who else was in this?
