Yes playing with a smaller ball does help improve ball skills and if you juggle it with your feet it helps even more. It's a smaller ball so you have to focus more and keep the smaller ball close so you don't lose it or trip over it. Don't use it while shooting though, when you go back to your normal back your kick is way off most of the time.
