How do you access programs from the Windows interface?

I'm doing this computer assingment and i am lost and do not not what to do please help me!

By the Windows Interface, you mean the GUI (Graphical User Interface)?
You double-click a *.exe file? I'm not sure if that's what you want... You could also use a shortcut, a *.lnk file, or a batch file, a *.bat file to access a program.
