Hard drive space has nothing to do with download speed. RAM has little to do with it too. Check your download speed using the Speed Meter at http://www.2wire.com/

It could be any of a dozen things. Your hard disk would be the least of your issues.
Your internet speed will only be as fast as the slowest link. Having fibre doesn't mean you have a high-speed connection. Fibre allows a 1000Mb connection, but doesn't do you much good if your ISP only gives you half a Mb, or a tenth. It's like pouring a trickle of water through a 10' pipe. You still only get a trickle.
Your choke points are:
1. Your ISP and the bandwidth they allocate to you for internet.
2. Your router/modem that connects you to your ISP.
3. The cable/wireless connection between your computer and the router/modem.
4. The network card installed in your computer.
5. The amount of RAM you have in your computer.
6. The horsepower of the processor in your computer.
7. The elegance with which your motherboard was designed.
8. The programs you have running in the background.
Take your pick. One of these (or more) is the culprit.

Firstly be sure that your pc is virus free. Perform a complete check at housecall.trendmicro.com
Then download hitman pro. This is a combo program with all antidotes for all kinds of spyware, adware and other mean stuff.
This program can be downloaded for free at www.hitmanpro.nl
Don't know what kind of anti-virus program you are running now, but always be sure that you have installed the latest anti-virus dat-file. This file contains the fingerprints from all the know viri.
good luck
ps: forgot to mention that you could also try to empty your temporary folders in internet explorer.
Just click on tools - internet options - delete (at the temporary internet files section).

what do you mean by fiber optic service? I think most ISP's have at least portions of their networks on fiber. Who provides your service and what speed are they guaranteeing for downloads? You could check your NIC and see what the settings are if it is half or full duplex is it set to 10/100 or whatever.

It's probably the RAM. If you have 256 MB RAM, or any size for that matter, increase the size. Whatever the size of your RAM now, it's not enough. To purchase RAM, go to the manufacturer's web site, and it should be available.

try restarting your computer, that sometimes fixes the problem when i have it. sometimes, the internet provider might have a few technical problems, but they usually go away. just wait a while, and see wat happens.
