Tupac, hands down... I love the other two, but Tupac was the only one that had actual political meanings and he was very educated and that made him a threat. His mother was an activist to the community, and he was a diamond in the rough. Biggie was too, but Tupac was known from coast to coast before Biggie hit Cali. Tupac was known to be a "live wire", and he was one of the first rappers to be acting and still keep his credibility. He didnt sugar coat **** for nobody, he didn't have a shoe, clothing line, or none of that. He was a man of the people, and I'm not saying Jay Z or Biggie wasn't, but Tupac built the whole Thug Life philosophy.. Everyone can feel his lyrics.. and he did a song for everybody, Dear Mama, Keep your head up, Brenda's got a baby.. so on and so on. They even got a college class about him!! He was charismatic, educated, outspoken, bold, and fine.. and thugged out. But he was down for his community like his mother was for the Black Panther party. So I would go with Tupac :).

2Pac by far. His stuff is still getting mixed and onto the air waves on the Left Coast. Biggie was a very good rapper, but was already in a flooded market with a lot of East Coast rappers around.

In my opinion is was all of them they all contributed to the hip-hop industries. But if i were to pick the most influential person of the three it would have to be Jay-z. Because he is still making efforts to continusly shape hip-hop.
