In Congress that would be the vote of the political party that is in the minority..that is, has fewer seats in Congress than the majority.
It could also refer to the voting patterns of a minority group in society: gays, blacks, Latinos, Chinese, etc.

Less than a majority. A majority is 50% plus 1.
