I read the blotter today and noticed that someone living on the road i do was arrested for drugs, and there is only a few homes on this road. I suspect i know who it is but im not sure, i just want to see if the name given is the name of who i think it is.

I'll bet if you go through these links and your state's correction site and do some detailed searching you'll be able to find the booking site of your local jail that has the booking information along with pictures.

Many towns have the tax assessors office on line and you can look up owners by the address. If that is not available, your local land records office should have it at the town hall.

Go to the courthouse, or a decent realtor, and look at the local "Platbook" this is a lookup tool, tells who owns the properties.
