put whatever you want to submerge in a pressure vessel and pour in water. make sure that the combined volume of the water and the substance is less than one or two percent of the total volume of the vessel. place the lid on and heat until the temperature reaches 120 to 130 degrees C. your substance is now submerged in water.
You'll want your teacher to assist to prevent an explosion.
