How can I block all outbound messages to a particular IP address in windows xp?

Is there a way to block all outbound meesages from my computer to a particular IP address. I have a firewall (System Suite) that seems to be doing its' job. It tells me if I have had any type of port scan and that internet activity was temporarily blocked and the all incoming and outgoing traffic from this hacker will be blocked. I would like to make sure.

if you wanna make sure, just open a command window and type "telnet "

replace with the ip address of whatever you're telnetting to. Your firewall should immediately stop the telnet session.
