If you mean like a period, like www-"dot"-blablabla, or a polka dot, then yes. If you mean, "the action of putting dots on something", then it's a verb.
English has started making lots of verbs out of nouns. I don't know if "dot" was a verb first, or a noun. If it was a verb first, then the noun form would be, "the thing you make when you're dotting." Check the Oxford English Dictionary if you care about those things. Some people despise the trend of making verbs out of nouns--I don't mind it too much.
But I hate it when people use the subjective case after a preposition (like "between you and I".) Ugh! Wrong! Hate it!

Dot can be either a noun or a verb.
When you dot every "i", the act of "dotting" is a verb.
The "dot" itself is a noun.
I see a dot on your white shirt. Dot is a noun.

Yes - as in - Look at the dot. Then it is often a name which is a proper noun. Dot is short for Dorothy. when used as dot.com it is a descriptive adverb.

my aunt Dot is a noun
the dot at the end of your sentence ( a period) is a noun
if you "dot" someone on the head - you are hitting them-- that is a verb.
put dot into a sentence and we will tell you the function it serves.
