To be able to go into the car mod places, you need to have finished the mission 'cesar vialpandos'. After that, you can go into any car mod shop. However, certain places only take certain cars. For instance, you cannot mod any ambulance, truck motorbike (If you park your car in front of the door, wait for it to open and wait in there it'll say if it's possible to mod it.)
In Los Santos, at the end of a little street, near the drains and near a bridge is Loco Low Co.. It is a lowrider place and only takes lowriders like Blades, Savannahs, feltzers etc.
In San Fierro, in the south-west of the town is Wheel Arch Angels. It only takes street racers, like the Sultan, Elegy, Uranus etc. Most of these cars are available at your car showroom (Opposite the garage in Doherty, you need to finish driving school to be able to buy it)
