No. I'm not well versed with Texas state laws, but in every other state it is illegal. Any blue, red, or white lights are usually illegal, especially if they strobe in any way. These lights are reserved for emergency personnel and police officers, and you can get in trouble for impersonating an officer or emergency personnel. I know in New York green is also illegal because it is used on some fire trucks and ambulances. You need to check with the DMV for Texas (you can do it online) and they will have a group of laws specifically addressing lights, and what is legal. Usually any variation of these colors (if the officer deems it) are illegal, and they dont have to be underneath the car. Windshield lights, grille lights, tail lights... these colors are restricted.

If you are talking about outside under the car, no. Inside the car it would be ok, but why? If the light is not DOT approved you are not allowed to have it on a car/truck. It will depend on the officers mood if he wants to gig you on it.
