he says he would have been failing in one of the cardinal duties as a judge "if he had written a report critical of the goverment" he also
refers to limeted terms of referance,do you think hes trying to tell us something?

Yes. He is saying 1. It is not his fault for not finding against the government because the terms of reference (that is the goalpost set) was clearly defined for him and he could not take anything outside this into consideration no matter what. 2. The result was rigged, not by him but by the government, for the above reason and for one additional reason. Ant that is if the government truly wanted an independent enquiry and result, it should not have chosen a Judge to head it as Judges have a cardinal duty to be loyal to the government. A duty which he say as overriding the need to be critical. Therefore, it could be assumed that the report was rigged at source, if you get my drift.
