It means that the person who is speaking has a wife/girlfriend with teeny weeny boobies and doesn't want to get in trouble!

It simply means that great big boobs are really kind of a waste. From the male standpoint a handful is just about right and if she has conical nipples that is a real bonus

"handfull," i guess, implies enough
so it will suffice
therefore, anything more than enough is not necessary
and will be considered waste
or, if you get more than your fair share,
the excess will not be used
and it could have been used by someone else in real need
but you got it,
so it's waste
