You used to be able to by simply having a U.S. address, which can be something as simple as a post office box in any town, which costs maybe a hundred bucks a year, give or take depending on the town. One of my customers in Sweden used to do this to make it easier to pay American suppliers for his business. Since 9/11 and all the changes and crackdowns in this country, though, I don't know if it's still that simple. Also, you might have to make one trip to "the states" to fill out the forms in person at both the post office and the bank. I know that he did and I can't think that you could do it otherwise.
