Sounds like you've been reading Machiavelli. That was 1 of his rules for leaders. Always have an enemy at the gates. In htis world, I don't think it's necessary for govts to try to always have enemies, they have a way of finding us.

The premise is false on its face, so nothing else follows. To defend against outside attack is a reason, but definitely not the only reason, for government to exist.
