Try to search the exact phrase on Google, or Yahoo, or any other reliable search engine.

The message box will be shown because a program is trying to access a DLL (PSAPI.dll is a dynamic library for windows) and either not finding it or finding a newer/older version. Reinstalling the dll / the application trying to access the dll should sort out your issue.

if its with internet explorer 7 then try this
your pc is trying to find a newer file but the older one has same name and pc gets confused it wont cause any major problems its just annoying. if bt go to bt file in programs and smartbridge or if ntl/ smartbridge and rename the psapi .dll to psapiold.dll when you reboot this file will then be over written with the new file.

your pc is trying to find a file but because there is two file with same name pc gets confused.

One of the files in your computer might of been moved by any security settings. I'd just ignore it, unless a feature of your computer disappers.
