27 to the power of 2/3 = (3rt of 27) to the power of 2 = 3 to the power of 2 = 9

27 squared is 729. Since 9 times 9 times 9 is 729, then 9 is the cube root of 729.

4.5? Can't remember is 2 to -1 =1/2? I think 27 to 2/3 is cube root of 27 squared which is 9.
