that would 'C. wanted to leave'. u said that his secretary asked you, emphasize on the word ASKED, then that means what he wanted u to do , so u wanted to leave a message.

C. You want to keep the verb tenses the same. "Asked" is in past tense, so the verb usage should remain in a past tense.
