It would depend on the materials used to construct the building. Cold usually causes materials to contract, while heat causes most to expand. This is not true in all cases. Water caught in cement expands as it freezes and might result in cracks in foundations made with cement. Most buildings are built to a code which must sustain temperature changes in a given area.

Another factor might be wind. Wind can do a great deal of destruction.

Well cold makes the outside shrink while our heaters leaev the inside approxamently the same temp so the outsides of our houses are crushing the insides.
