I believe they expect an honest answer. You need to tailor your answer to fit the job, and do research on the company before you go to any interviews, and way before any of those unexpected phone interviews. For example, if you applied for an entry level administrative position, you might answer " I want to become a part of a dynamic team like ABC company, and I expect to have the chance to learn and grow with the corporation as I advance in my career". Now, keep in mind that there may not be opportunity for advancement, or that an administrative assistant may be a "dead end" job, so I cannot stress the fact that you should tailor your answer to your advantage. Basically, you want to tell them why you think their company is part of your career choice. It is an important question because it will give insight as to whether you will stay there or not.

An honest answer relating what you expect that this job has to offer you. For instance you could respond - "This job will require me to sharpen my skills at data entry and prepare me for more challenging positions later in this company" (they like to hear that you have aspirations on staying). I hope this helps. I have run onto interviews where the person was a complete wacko about questions like this. Some of them just want to see how you respond - the answer does not necessarily have any meaning or relation to the job at hand.
