Communism. Even with the fall of communism, many of the top leaders are former communist party members. For example, Vladimir Putin was a KGB agent & many of the Russian mafia heads are also former KGB officials.

Panslavism. it means they feel like at least all slavic nations need Russia's help to protect them selves from invisible enemy.
